TI has a line of microcontrollers that run on single-cell voltages, and
the adapter for programming/debugging is on sale right now for $20.

You still need a JTAG interface but it's a great deal especially if you
want to get started with microcontrollers that run below one volt.=20

I'm giving it a try, I have a bunch of solar path lights that I've been
itching to turn into something else.
