AC mains touching case in theory is totally not on and in practice MAY be OK if the circuit has AC mains on the lead which is "loosely associated" with the case. Not dangerous if nobody touches it or any part of device and any flame and explosion can be constrained non dangerously. While notionally a 250 VAC supply should need a 250 VAC rated part, the tolerances on both mains and components are such that a unit designed to work very reliably ast 220 VAC will work reliably at 250 vAC. Here reliably ~~~~=3D very reliably in most cases. I would at least communicate with the seller re product A, initially privately if possible. They may not know and/or may not care. And they may be glad to know, especially if their buy price is similar in both cases. "Negative feedback" very much depends on how you view having the same applied to you and how much affect it is liable to have on them. If they are rated 99.9% _+ they may care. If rated 98.001% they may not care AND you should not have bought from them :-). My ONLY negative feedback that I have received from local NZ auction site was from a seller who sold me junk, misrepresented it, had me tell him it did not meet spec and that I would return it, but I kept it and paid for it. He then gave me negative feedback. Buying from HK and having a unit arrive with a lead missing are both well correlated with expectations of low qulity. Some great stuff can be had from HK - but also much horrendous stuff. YMWV case by case.
