Vacation leave policy can vary all over the place, generally is=20
negotiated, more than likely the policy is in the personnel manual and=20
it's accepted with the position. Then depending on the type work, there=20
may be time slots when the position is required to be present, say busy=20
times of the year, and times when you are required to take vacation. An=20
auto plant may have down weeks for model changeover, maintenance, etc.=20
Maintenance workers may be required to be there, and production workers=20
not. I had a situation for years, where my counterpart had 2 weeks=20
seniority on me, and he had first choice to pick his vacation times.=20
Almost always spring break was his choice, and I had to work when my=20
kids were off school.

School teachers are an interesting bunch, typically 9 months of work=20
with specified days off.Pay can be for 9 months, or prorated over full=20
year. Some teach summers, or have other duties at school, pay is=20
adjusted accordingly.
