I was careful to say the current equates to a resistor of a particular value at a particular voltage (which is also what is specified in the datasheet). The block diagram, admitedly simplistic, indicates a P-ch FET that behaves as a resistor. If it were a true (constant ?) current source you might expect the voltage spec to be wider Allen, as you've probably worked out, many of the older PICs have pull-ups on just 4 bits of PortB, a legacy feature for 4x4 keypads.
