I am not sure what you mean by *jam*, but the spokesman in the article
says it does not involve jamming of any kind.

Non-military jamming is completely illegal in the US and most countries.

I believe fake GPS signals would also qualify as jamming.

Perhaps they sell special stickers like the ones to put in your
cellphone to increase range and reduce dangerous radiation :)
