Under Linux (and Mac OS X ), install MPLAB X and you can then use mdb.sh.

Under Windows, you have a better one. Install MPLAB and there
is a command line utility here: RealICECMD.exe
C:\Program Files\Microchip\MPLAB IDE\Programmer Utilities\RealICE
