ANYONE with a bit of tech savvy and access to a  BIG telescope, PMT and
laser can hit the retro-reflectors
left behind by the various moon landings, and measure the transit time to
determine range.
A Discovery Channel show, a few years ago, showed how some people a
Univerity Hawaii physics
department did it with a few days work to gather the needed pieces.
