(It's interesting and a bit sad that the conspiracy theories all seem to as=
sume the US is the guilty party.  We're so PAST the cold war here; we would=
 have blamed terrorists, Iran, or N. Korea.  Or opposing parties from our o=
wn country.  Or all four simultaneously.)
