On the several occasions that I've had to talk to somebody re reactivation I've found Microsoft fairly compliant. In most cases reactivation provides a local phone number which has an automatic service that talks you through the inane two-long-code-sequences method. When the above has failed and I've had to talk to a person they know why I've rung and away we go, no questions asked - or only very basic ones. On the one occasion when questions were asked in more detail I would have been annoyed by the time I got that far and may perhaps just possibly yelled a bit, maybe* - but they seemed to get cooperative quite quickly and we were away again.
