These are my favorite 60Hz current sensing transformers:

One trick is to run the secondary of the transformer through a diode
bridge, then the shunt resistor. Putting the diodes before the resistor
gets rid of diode drops since the transformer secondary is a current
source (until the voltage is high enough to saturate the core).
