For most people, for a normal progression of hearing loss, the first thing to go is the high frequency response. For a person who needs a hearing aid, trying to boost that high range would mean not being able to boost the lower end as much, and what's the point of boosting a part of the spectrum that the ear is SUPER hard to detect anyways?
