Adding

    banksel T1CON
    clrf    T1CON

to the setup code doesn't seem to help (and according to the datasheet,
I shouldn't expect it to, since T1CON should be brought up as 0x00).

Yep, but I think that's addressed by the config word containing
_FOSC_INTOSC, which it already does.
