Ditto for cordless tool chargers. Might possibly be one or two
top name - eg Dewalt - that are reasonable. You pay enough
for the tools to deserve a decent charger

The Black & Decker 'charger' that stuffed the pack of NiCd I
want to replace is simply a rough 21VDC. No PCB, no smarts,
certainly not enough DC to charge an 18V pack and I doubt it
would put out 0.5A

I agree that the consumer is the problem. The South Park episode
Something Wall-Mart This Way Comes sums it up pretty nicely
