Carbon fiber is usually (always?) electrically conductive. I once placed a carbon fiber tube across the output terminals of a high-current 12V power supply, thinking that I would feel the tube get warm. Instead, it burst into flames after glowing for about 1 second. If I remember correctly, the resistance turned out to be around 1 ohm per inch of tube length (tube was about 1/4 inch diameter with about 1/16 inch thick wall).
