A reduction of 2:1 is noticeable by many if seeing two objects time separated. 1.5:1 is unlikely to be discerned in many cases if time separated. 1.2:1 even adjacent objects are unlikely to be seen as different brightness 1.1:1 is about limit of discernability for eg adjacent wall washing type applications.
