Digikey doesn't need orders from out of the continent. Also, they play it very safe with regard to rules and regulations, and when there is a question, they quite often take the long, expensive route, choosing to interpret things as conservatively as possible. Anyway, when it happens, I try to spot "go away" as quickly as possible so as not to waste my time.
