If you're talking about an "HTML GUI" in C, you can do this by writing your program as a CGI program and using a template engine to render output. It would need to be served from a CGI/FCGI capable webserver like thttpd or nginx. Also check out wt: http://www.webtoolkit.eu/wt . But a far better way to do this is in Python using CherryPy. I designed a system using this method for researches at the local hospital. It worked exceptionally well.
