I think you will find that most disk utilities that could do it require a TWO step approach: 1) Move the Windows-7 partition nearer to the start of the disk, so the freespace will now be AFTER the Win-7 partition. 2) Expand the Win-7 partition, either with an external disk-utility or using the built-in Windows-7 resizing tool I have no idea if Gparted can do the move (it can do the resizing), and I am pretty sure PartitionMagic CAN, but that is not free.
