Possibly they have read only or system or just maybe hidden attribute set.

Open folder
Detail mode
Enable attribute column
Look for any of R H S set

OR

<Arcane darkness mode>

attrib *.*

or attrib filespec

Look for H S R

Reset with

Attrib filespec -S -R -H

S may need to be dealt with first if set. along with others.

If ultra peristent and held open by summat arcane, deleting in safe
mode can work.
Also deleting at startup (anciem autoexec.bat !!! :-))
