If you install packages in your user directory then shared hosting from Dreamhost would be OK and should cover everything you mentioned. But all the packages related to anything webserver-related will already be installed system-wide, if you need something specific that isn't already there you should check the package to see if it can be installed and run from a user account. But if you need root access then you'll need a virtual private server. And then your choice of provider offering Xen or OpenVZ or whatever depends on whether you need custom kernel modules because the virtualization models are different.
