Might be overkill in a really big way, but I believe a PIC32 could do this. I haven't verified it, but if you fed the 20MHz into the PLL on the PIC32 and wrote a bit of code to configure the PWM. Once the PWM was running, the PIC32 would be available for other things. Other PICs may be able to do this as well.
