LT3071 defines Z as "Float". Specifically

V0-V2 VIL =3D 0.25V max
V0-V2 VIH =3D Vbias-0.25V min
V0-V2 VZ =3D 0.75V to Vbias-0.9V

You might need to consider using analog pins for the control
lines so that you can float them mid-supply with two resistors
when configured as Z (hi-Z inputs), as it's not recommended
to float digital inputs

eg switch the pin to an analog input to float, switch it to a
digital output to drive 0 or 1

Unless you can float PIC digital inputs at a voltage which meets
the PIC's VIL or VIH "defined voltage" spec and is also in the
VZ range for the LT3071
