You set the maximum frequency by R1 and the pot wiper at 4.2V and the=20 minimum frequency is when the pot wiper is at 9.2V. Between these two values the change is linear. You can try a logarithmic=20 potentiometer if you want more precise adjustment at lower frequencies. Try playing with R1, R2 and R3 vales to get the desired range. The 10V=20 and 5V for PIC must be regulated and stable.
