We recently got some samples from a reasonably small PV panel supplier
- items in the 0.5 Watt to 5 Watt range.
Most of the samples were free but they had a clearcut boundary on
certain items and required payment for them.
Goods that required payment were sent using my client's Fedex account
and payment for the portion that required paying for was aked for and
paid with Paypal by my client.

Western Union has the characteristic that once committed to it is
irrevocable. There is no comeback whatsoever for any reason. This is
not an unreasonable policy on Western Union's part - just one that
needs to be properly understood. A reasonable comparison is  you going
to a bank, withdrawing cash and paying it to somebody - what happens
next is of no interest at all to the bank. If the goods paid for do
not eventuate or if you give the cash to the wrong person the bank is
not liable in any way.
