Should not the owner of the cable been notified? I know in our area, the=20
power company would have been very happy to know that there was an issue=20
with their equipment, both from the viewpoint of good service to their=20
customers, and to eliminate a safety hazard where someone could have=20
been killed. Since, you have the location, it could still be reported,=20
even anonymously. A call to the law enforcement agency of the area would=20
work, they have access to response contacts.
