Do you have another 16F1503 chip that you can swap out  ? Sometimes it=20
can just be a bad chip. It doesn't happen often but it does happen. I=20
had a dead 24X  pic the other day and nothing I could do would make it=20
work with the programmer, swapped it out and circuit works fine now.
