(30V-3.3V) * 0.1A =3D2.67 W dissipation at worst case input. No way the LP2951 can handle that. Best case TI D package is 97C/W so the part would be at 300C pretty quickly= .. What is your actual load current, and what is the rated power for the package you want to use? I would suggest a beefier regulator with heat sink, and a separate LVD to hold part in reset.
