That got me into an internet search.
I'd never heard it as a standard phrase, but it seems to be widely
used as a canned phrase to mean exactly what it appears to mean
eg That was a very fortunate escape etc
One Spanish speaker gave the English interpretation of "by a frog's hair".

It may have alternate renderings in the hands of lesser denizens, but
none such became apparent in my admittedly non-exhaustive search.
