It is my understanding that CCC as currently applied is a very powerful tool for restraint of trade. A declaration of conformity is not enough, you must apply for the CCC certificate. It is also my understanding that homologation between standards is not a problem. But I have never been through the process, so don't take my word for it, I am only relaying things I have gossiped about while doing testing.
