Or careless ;-). For either base to get to say 0.5V there needs to be 50uA leakage through the caps. (9V - 2V LED) =3D 7V. 7V divided 6.5V/ 0.5V. Cap/Resistor. I =3D V/R =3D 0.5/10k =3D 50 uA.
