My last purchase from Altium (while still Protel) was Protel V2 and I
have received the offer. (Their email suggests that they think I have
99SE - don't know why - maybe they just lump all the old products from
99SE backwards). A similar offer was sent to me about a year ago. I
suspect they regularly have a fire sale around this time of the year.

I suggest approaching Altium directly and see if they will sell at
that price even if you do not have a current licence. You never know.
