Not sure of the context of your post YES, but in the past few months we have evaluated several modules and settled on the Telit. It isn't AFAIK available on a breakout board, but was by far the easiest to get working with multi socket TCP/IP. We used an external ChipSim, but it interfaces to any SIM card holder. a lot cheaper than the parts you list too.
