I have been thinking that this would be a good application for a Raspberry =
Pi ...

I have an old cell phone with USB interface that can be used for sending te=
xts using a pay-as-you-go card.

Some cheap USB cameras and an ADSL modem (if necessary) could be added for =
web streaming.
