This won't be of much help, but I have observed over the years that the
"step out" function is not always available.  I think it has to do with the
chip family, although it could have something to do with the compiler.  I
believe I have used this feature on the ICD3, so I don't expect it is a
limitation of the ICD3.  It and the real ICE are largely the same, and both
are pretty smart.
