You would need one of the older OTP capable programmers, like the=20 picstart2. The difference between the old (C) chips and the newer (F) is=20 that with the C chips the programming current was provided by the higher=20 voltage on MCLR pin. With the newer (F) chips this pin still requires a=20 higher voltage, but it is high impedance, the current is drawn from the=20 normal power pin.
