A 3V source with 10 ohms internal resistance is not notably less hazardous than a 3V source with 0.00001 ohm source impedance. Transdermal skin resistance is going to be on the order of kOhms to hundreds of ohms depending on the site. Even if you got really "lucky" and put one through each artery, I can't imagine you'd get enough current flow to matter. Still, not the brightest idea to try.
