Nowhere can I see in that report is how insulated a dwelling is might=20
effect their analysis.

I would have thought being so cold, insulation in this day and age would=20
have been a must have, but then I was surprised to discover that NZ like=20
Australia on the whole, considers insulation and double/triple glazing to=20
be the province of weird thinking people.
