Just managed to test this:

DSJTAG - 2 in 1 USB JTAG cable for FPGA/CPLD

It claims to support Xilinx Impact and Altera IDEs. I have tested Xilinx 13=
..3 Impact and it works well with the programmer.
Did pull out the cable from the target and push it in again without restart=
ing the PC or Impact software :) Work okay on that side.
Programming works well too. Did not TRY a big JED file but it is fast for s=
maller ones....
