I believe that they need to get up to a proper working temperature for the =
tungsten-halogen cycle to work properly. If they are not hot enough the hal=
ogen doesn't stop the tungsten evaporating off the filament, or something l=
ike that. I do remember it involves an evaporation redeposition of the tung=
sten.
