The contraint that something that works with PostGreSQL really limits the field. One abandoned project that seems to meet the need: http://phppgedit.sourceforge.net/ No updates since 2007 though. It's a port of phpmyedit, which from a first glance is in the right arena, but for MySQL. Another possibility is VFront: http://www.vfront.org/ Claims to work with both MySQL and PostGreSQL.
