Some PSUs tie the negative lead to earth ground, some are "isolated"
but that degree of isolation varies.
The isolated ones may bring earth ground to the front panel on a green
terminal, or may not.

YMMV, RTFM, and all that jazz.

The reactance may or may not matter depending on what you're doing,
since it's frequency dependent.
