Men of the Colonel's nature rarely take chances. He would not have tried=20

his resources. I understand both sides of the resulting reactions,  but=20
the Colonel had a few moments for his decision, and the detractor's had=20
all the time in the world. The penalty was, IMHO,  excessive.
