That is not the only difference. The ICD devices also have specific debug hardware inside, which the standard parts don't have. In larger devices the extra debugging hardware is always present, there is no ICD versions, because the cost in money and chip area of the debugging hardware is proportionally small, but for the smaller devices this cost matters.
