The lowest cost programmer from Microchip is the PICKIT3. By itself, the PK3 is $45 US ea. (List prices on MicrochipDirect, DigiKey, etc are similar). The USBSKII has 3 pushbuttons, 3LEDs and a USB OTG and USB Host connections that connect directly to the PIC32. Digikey has a pretty low cost ($30 US) board that pulls out the IO from the USBSKII's connector: 876-1000-ND.
