PICKit3 is a programmer with some debugging capability. ICD3 is a debugger with Programming capability. If you are going to spend extra on the debug version of the chips, and you have the budget, I would suggest getting the ICD too, so that you get full advantage of the upgraded debug chip, especially if you are likely to buy debug versions of several chips.
