You can't use hardware debug on the 16F628A unless you use the special
bondout chip, the "header" version. It has a different device ID from a
regular 16F628A.

In the datasheet of a full-featured chip you will see something like
"In-Circuit-Debug via two pins" whereas the '628A datasheet does not
list that feature.
