Silicon Labs has C8051T60x in 2x2mm 10-lead QFN.
NXP LPC1102 comes in a 2.17*2.32 mm BGA package (16 balls.)
They call it a "Wafer Level Chip Scale Package."  Those may be the =20
smallest microcontrollers, but there are things like opamps in CSP =20
packages down to 1x1.5mm  http://www.maxim-ic.com/datasheet/index.mvp/id/21=

My impression is that these packages are in fact very close in size to =20
the actual chips...
