EAGLE applies DRC pad enlargement ("RestRing") to pads even if they =20
have a specified outer diameter.  If your pads don't match the =20
restring parameter, they get enlarged.

I've always thought that that was a bit of a bug.  (although the flip =20
side is that you get pads that don't meet the required track size for =20
the ring around the hole and fail to be reliably manufactured, which =20
is a serious problem that doesn't show up till it's too late.)

If you've fiddled with the DRC parameters (as I generally recommend!), =20
your restring enlargement may be bigger than it should be...
