Another part of this is that the resulting code must be released under a full open source license. If you trace this contest backward, it the reasoning was discussed at hackaday.com - trying to get some open source momentum behind the digilent port of the arduino ecosystem. The arduino has some good points - at the very least it gets people started without a lot of initial pain (to flash your first LED :). With time and experience, those that want to accomplish more will find their way to devices with debuggers, and maybe even to assembly code!
