I believe a PIC32 is much too complicated to start with. My advice is, if you're starting with PICs, start with a PICKIT2/3 and something small and relatively simple such as a PIC16 or PIC18. You need next to no external components to get it to work with a PICKIT2/3 and they're easy to work with= .. Microchip provides example code, etc. I have also some stuff from Microchip, but haven't had much time yet > to play with them.
